Co-Founder, Chief Executive Officer

As CEO, Mr. Herrera is responsible for overseeing all corporate activities, strategy, business development, financing and sales. His strategic vision for Nopetro focuses on three fundamental pillars: forming true synergistic partnerships with government agencies for the benefit of entire communities; fostering innovation and creativity to develop comprehensive CNG turnkey solutions; and expanding into new markets by offering complimentary services using natural gas as the catalyst.

Mr. Herrera has held several leadership positions, including prior experience working in the financial securities industry with Merrill Lynch, and as an attorney with Bressler, Amery & Ross. While working in the legal arena, Mr. Herrera was deeply exposed to both the natural gas industry, and the development of capital infrastructure through public-private partnerships (P3). Foreseeing the important role that P3s would play in modernizing public infrastructure, coupled with the nation’s abundant supply of natural gas that was just being discovered, led Mr. Herrera to co-found Nopetro, and develop the P3 model for CNG infrastructure. With nearly a decade in the energy industry, Mr. Herrera brings his experience and strategic vision to growing Nopetro into the nation’s preeminent CNG infrastructure provider.

Mr. Herrera earned a B.A. degree in Business Administration and Economics with honors from the University of Florida, and a Juris Doctorate degree with a concentration in taxation from Emory University School of Law.



Co-Founder, President & Chief Operating Officer

Mr. Locke is responsible for all operations, inventory, and marketing. Mr. Locke reports directly to the Board of Directors.

Mr. Locke is a graduate of the University of Florida School of Law and the University of North Carolina at Chapel Hill, receiving degrees from both schools with honors. Mr. Locke has extensive experience with LNG as an energy source, and is well versed in the operations of natural gas producers and distributors from his tenure at the law firm of Steptoe Johnson LLP in Washington DC. While at Steptoe, Mr. Locke was also responsible for designing and leading firm-wide marketing campaigns specifically directed at targeting and developing business opportunities within the energy industry, and he has since applied many of the same principles and strategies toward growing Nopetro from the ground up. Mr. Locke is a member of the Florida and D.C. Bar Associations.



Chief Financial Officer

As Chief Financial Officer, Walt is responsible for leading the accounting and financing department. Mr. Bussells directs the financial strategy and the financial operations of Nopetro.

Before joining Nopetro, Mr. Bussells enjoyed a successful career with leadership positions in both the public and private sector. He retired from the Jacksonville Electric Authority (JEA) in 2004, after a 29 year career, rising through the Finance ranks to serve as CEO of JEA his final 9 years. JEA is a $2 Billion annual revenue electric, water and wastewater utility serving the greater Jacksonville, Florida area.

While at JEA, he directed over $8 billion in tax-exempt, and taxable, bond and note issues, as well as large, complex Public Private Partnership (P3) financings with private companies. Under his leadership, JEA received numerous awards for excellence in financial strength, customer satisfaction, environmental and technological achievements, while achieving record growth in sales and profitability.

Mr. Bussells brings his deep public sector and private sector financial knowledge and expertise to structuring transactions tailored to the specific circumstances, needs and opportunities of each fleet owner. He holds a bachelors degree in accounting from the University of North Florida.

D. Timothy Currey, RA

Director of Project Development

As Director of Project Development, Tim is responsible for overseeing all aspects of a project’s development. These activities include budgeting, planning, design, permitting and construction.

Tim has over 30 years of experience as architect and project manager, and most recently worked with URS Corporation as Director of Architecture and Planning (1998-2016). He holds a bachelors in architecture from the University of Michigan, and a Masters in Administration of Higher Education from Western Michigan University.



Director of Natural Gas Supply Chain Management

R. Edward Hart has over 30 years of experience in the energy (petroleum, natural gas, electricity, and renewable) business in marketing, management, and consulting. During his professional career, he has worked for one of the nation’s largest independent refining and marketing companies, a large electric and gas utility, as well as founded a natural gas marketing and producing company. He was also a partner in Niagara Biomass Power, LLC which purchased a 54 MW power plant in Niagara Falls, NY in a partnership with a California based renewable energy fund. Mr. Hart holds a B.A.Degree in Business Administration from the University of Kentucky and has resided in Florida since 2001.



Director of Marketing

Mr. Piña is responsible for analyzing and developing certain business processes, such as tactical implementation of Nopetro’s marketing initiatives and identifying and exploiting industry development. Mr. Piña has extensive experience in sales and advertising, corporate identity and branding.

Mr. Piña sits on the Board of Directors for The League Against Cancer and is co-founder of the THINK BIG Foundation. He has been with Nopetro since its inception and holds a bachelors degree in business administration with a concentration in entrepreneurship from Florida International University.




Mayra has more than 20 years of experience in financial operations and management, including ten years at Philips Electronics in Venezuela where she left as Corporate Controller. After Philips, she moved with her family to the US where she became a full-time mother. Later, she accepted a Controller position at The Ronco Group where she oversaw accounting and reporting for seven companies within the group. She was quickly named General Manager for Aegis Business Solutions, the shared services arm of the group. In that capacity, she was responsible for developing and managing the accounting, IT, human resources and purchasing functions to support operation for all companies within the group.

Mayra holds a Bachelor of Arts in Business Administration from Universidad Central de Venezuela. She is a member of the Institute of Management Accountants and Board Member of Patrons of The HeARTs. Outside of work she enjoys music, the beach and spending time with her husband and three teenagers.



Station Operations Supervisor & Maintenance Manager

Mr. Santizo is responsible for the day to day operation and supervision of the CNG/LNG facilities. Mr. Santizo was the lead supervisor and maintenance trainer at the City of Phoenix West LNG Facility, an LNG station that fueled hundreds of vehicles on a daily basis. Mr. Santizo was responsible for the overall operation of the fueling facility, as well as providing maintenance training for all city employees.
